On 14 March 2024, the government unveiled a new statement of changes to the Immigration Rules. It builds upon previously announced reforms and is guided by the government’s five-point plan aimed at reducing net migration.
Changes to the Skilled Worker Route
Changes have been made to the Skilled Worker Route, which serves as a vital route for individuals seeking to work in the UK.
From 4 April 2024, the general salary threshold under the Skilled Worker route will be raised significantly, from £26,200 to £38,700.

Changes for health and care workers
A new salary requirement is introduced specifically for Health and Care Workers. Those sponsored under Health and Care Visas or in occupations where going rates are established using national pay scales will be exempt from the new salary requirements. Instead, a general threshold will apply, set at £29,000 and also based on the latest ONS pay data.
Shortage occupation list replacement
Another significant change is the replacement of the Shortage Occupation List (SOL) with a new Immigration Salary List (ISL). This adjustment aims to clarify that occupations included in the list are those for which the government offers a ‘discounted salary threshold,’ rather than serving as an exhaustive list of all occupations experiencing labor shortages.
Changes to the Standard Occupational Classification (SOC) code system
Updates have been made to the Standard Occupational Classification (SOC) code system used in the immigration framework, transitioning from SOC 2010 to SOC 2020.
Lumine solicitors advise that employers, starting in April 2024, ensure that any Certificates of Sponsorship issued thereafter adhere to the new coding system to avoid any issues.
Changes in the minimum income requirement for partner route visas
Lastly, the update addresses the minimum income requirement (MIR) for partner routes under Appendix FM. From 11 April 2024, the MIR is set to increase to £29,000 for new applicants. This aligns with the new minimum general salary threshold for skilled workers, so there is consistency across different immigration routes. There will no longer be a separate child element to the MIR, aiming to prevent discrimination against British nationals compared to migrants sponsored under the Skilled Worker route.
Transitional arrangements are in place for individuals already within the partner routes or those applying before the increase in MIR comes into effect.
